Honda elite 80 performance?

I recently bough a 1985 honda elite 80 scooter with only 3,000 miles on it and unfortunately it still does not hit the top speed of 40 - 45 mph that other posts say is usually the top speed. I am currently topping out at 35 and i am just wondering if the older models were not as high performances or if there is possibly something wrong with my scooter that needs adjusting or fixing.
