Why are people afraid of evil? Is it a lack of self confidence?

evil is different things to different people, like m murder, put a flag on it and it's patriotism. deny people life-saving medical treatment, then pay the insurance CEO a double-digit million dollar salary for making the company money (while people have died without approved treatment). one can fear being helplessly caught-up in evil through no action of their own.
