Who should be the one in trouble?

Ok there are these people that live down the street from me and they have had several dogs in the past four years and all of them have gotten pregnant and the pups have died and then the mother died. well just this past year one of the dogs had pups and then died because of the heat. there were about 5 pups and one day all of the sudden they were all gone, so my grandpa went down and asked one of the kids what they did with them and they said they took them and shot them. well it was but about 1 month later that another dog was there and this time it was a female pup. and it sit down there chained up in the very back part of their yard yelping wanting attention, food and water. they never played with it, fed and watered it maybe once every other day. well my grandpa started to go down there every morning and night to feed and water it and let it play with our dog. that went on for about 5-6 months. in the summer they sit out in their yard and watched him do that everyday. even the next door neighbor talked to my grandpa and said he would feed and water it in the morning if grandpa would do it at night and they agreed to that. then about 3 moths ago he went down there and there was a pole in the yard that the dog was tied to and she would get wrapped around and couldnt get in the dog house or get to food or water. that day they had some family over and the kids played with the dog and they tied the dog to the fence that seperates their yard from the neighbors yard (its actually the neighbors fence). well he went down there that night to feed and water the dog and decided that he would cut that pole down so that the dog couldnt get wrapped around it no more. o and there were several times that we called the dog catcher to come and check it out trying to get them caught but they would talk about it over the scanner and the people would hear it and go feed the dog real quick so the dog catcher said she couldnt do nothing about it. the next day the guy came up the roand hollering and cussing my grandpa and grandpa went towards the guy telling him to get back down the road or he was gonna hit him and the guy turned around and yelled stay the f**k off his property. the guy went and called the police and they came over and grandpa requested to talk to the cheif of police and that cop said no so he started to yell and cuss at the cop saying he will pay the charges but the need to do something about the dog. the neighbor came over to my grandpas defense and still the cop refused to do anything about the dog. all she cared about was the charges pressed against my grandpa. she left and we got two tickets in the mail. one was for tresping and one for destruction of property. the ticket said the charges were from the town not the people. and also the dog is now old enough to get pregnant and he told them and offered to pay for it to get fixed but they said no. all of this seems like a bunch of crap and they need to have that dog taken from them. what do you think of all this?
