Is it really illegal to drive gasoline powered cars?

Leagally isn't gasoline considered a hazardous material so leagally no one is really suposed to be driving on the highways without a special permit and a several week course on hazardous material handleing. So all this time we have all been breaking the law and don't even know it. So when are they going to start fineing people for just going to work?
