Umm... is she too big?

My little sister is 14 and wears a DDD. I know, I am jealous too! lol. But I have fairly big... ones too, so I don't really notice if anything is big or not. But she asked me, and I kinda need an answer for her... She is about 5'5". Not petite, but not fat either... hope that is enough info.
